Funding Sources.
The NLCL is primarily funded through court-related fees on criminal cases prosecuted under state statutes, parish ordinances, or city ordinances in any mayor's, city, or district court within the parishes served by the Commission, as specified in Louisiana Revised Statute 40:2264.
These fees are assessed according to the fee schedule outlined in this statute and vary depending on the type of offense. Revenue is recorded based on the collection period by various courts. Interest income is recorded upon accrual. Donations are recorded when received in cash, as they are generally not measurable until actually received. Federal and state grants are recorded when the Commission becomes entitled to these funds.

Funding Challenges at the NLCL
Since the inauguration of our new laboratory in 2017, we at the North Louisiana Criminalistics Laboratory (NLCL) have observed a concerning trend: our primary source of funding, court-related fees, is dwindling. These fees, vital for the operation and support of our facilities, have seen a significant decrease, impacting our ability to consistently support the forensic needs of North Louisiana.
This decline in revenue poses several challenges for our laboratory’s operations, affecting everything from equipment purchases to staffing levels. The reduction in funding has been particularly noticeable following our transition to a new, more modern facility designed to enhance our service capabilities. Despite the advancements in our technical and operational capacities, the decrease in court fees has strained our financial resources.
This situation calls for creative solutions and community engagement to ensure we can continue to deliver high-quality forensic services and uphold justice in our region. We are actively exploring alternative funding options and seeking support to sustain and expand our crucial work.
The Role of Grant Funding at NLCL
Grant funding plays an essential role in the operations of the North Louisiana Criminalistics Laboratory (NLCL). It enables us to expand into new territories and fully utilize the talents of our staff on critical projects in forensic science. Grants allow us to embark on innovative research, update our technological capabilities, and enhance our service offerings, ensuring that we remain at the forefront of forensic advancements.
However, securing grant funding is a complex and often unpredictable process. The competition for these funds is intense, and the criteria for awarding grants can vary significantly between funding bodies, making it difficult to rely on as a consistent source of income. Moreover, grant funding is typically designated for specific projects or capital improvements and comes with strict guidelines on how the money can be used. This "money in, money out" nature means that while grants are crucial for growth and expansion, they do not necessarily provide a stable financial base for ongoing operational costs.
Despite these challenges, grant funding is critical for our operations. It supports our strategic goals by allowing us to undertake significant projects that would be unfeasible with our core funding alone. Our ability to successfully secure and manage these funds reflects our commitment to excellence and our proactive approach to meeting the evolving needs of forensic science and our community. We continually strive to identify and apply for relevant grants that can propel our work and impact further.
Contract Testing
In response to the funding challenges, one effective strategy our laboratory administration has implemented is the offering of contract testing services to areas and states outside of the 29 northern parishes the NLCL supports. This initiative has proven to be largely successful in fostering much-needed growth in key areas such as forensic toxicology and drug chemistry.
It is a delicate balancing act for our team to maintain the expected fast turnaround times for our primary service area while also expanding our reach. Despite these challenges, we manage this balance adeptly. Our dedicated staff are fully engaged and committed to providing top-notch laboratory support to anyone in need, regardless of their location. This expansion not only enhances our funding but also broadens the impact of our work, allowing us to contribute more significantly to the field of forensic science.
